To mobilise capital effectively, impact ambition needs to be translated into investable opportunities, supported by clear governance and credible outcomes.
Impact investing is gaining momentum, but good intentions alone are not enough.

At the International Forum for Impact Investing, hosted by the Finance Center for South-South Cooperation in Hong Kong, one point landed clearly: What holds impact investing back is rarely intent — it’s execution: the ability to translate ambition into investable opportunities and governable outcomes.

Several reflections are especially relevant for investors, development finance institutions and enterprises seeking to better understand what it takes to move from impact intent to execution.
Impact is a lens, not a “nice-to-have” vertical.
It sharpens how risk and value are priced over time.
Impact is not a concession; poor impact governance is.
Governance should not be an appendix. When impact is embedded upstream (thesis, structuring, stewardship), it reduces ambiguity, strengthens decision-making, and enables credible monitoring.
Standards reduce transaction costs.
Shared approaches improve comparability, facilitate communication, and make impact information more decision-useful for capital allocation at scale.
Blended finance works when it is precise.
It can unlock investment by allocating risk deliberately (e.g., data gaps, early-stage risk, currency). To scale responsibly, it also needs an enabling ecosystem — intermediaries, accelerators, and technical assistance — to strengthen pipelines from “not yet investable” to investment-ready.
